In almost all countries around the globe, national customs laws and regulations are implemented in accordance with international treaties and conventions. These range from the Brussels Convention on the Harmonized System, which governs the tariff nomenclature forming the basis of duty and other restrictions applied to imported goods, to the Kyoto Convention on the Simplification and Harmonization of Customs Procedures, which forms the blueprint for modern and efficient Customs procedures in the 21st century. They also include the World Trade Organization’s Customs Valuation Agreement, a number of ongoing initiatives in the fields of standards for electronic customs data and rule of origin harmonization, and the SAFE Framework of Standards to Secure and Facilitate Trade .
The World Customs Organization is primarily responsible for the administration and continued roll-out of these international conventions into the national legislation and customs administrative processes of the WCO’s member states, and has been given the mission of training customs officials in those member states on the principles set out in the conventions and standards, to ensure consistency in customs processes and enforcement across the globe. The key instrument for this training mission is a collection of on-line training courses known as the WCO E-Learning Program.
The program incorporates hundreds of hours of in-depth training on key topics of interest in relation to customs principles and processes, including some of the most extensive and rigorous courses on classification of goods and rules of customs valuation available anywhere. Other courses deal with topics of practical interest such as the ATA Carnet, the CITES Convention, and the SAFE Framework. Each course is designed for self-paced learning, and incorporates quizzes and testing to ensure that the user acquires the skills covered in each E-Learning unit. The easy-to-use web-based E-Learning application allows you to tailor an individual course structure suited to your needs, as well as to set up courses for a group, and, should you elect to choose the tutor option, enables a more structured training experience through direct interaction with an expert tutor. You can also choose the moderator option, allowing you to track and facilitate progress within your group.
