Dr. Laura Carola Beretta
Dr. Laura Carola Beretta is a Senior Advisor for the Trusted Trade Alliance, based in Brussels. Her focus is on EU trade and customs law, including excise duties, as well as export controls and EU trade sanctions and embargoes. She also provides assistance relating to Italian and Swiss preferential trade regimes and origin matters.
Her specialties include preferential origin granted under EU GSP and the treaties of the EU with third countries, non-preferential origin in the context of anti-dumping, EU anti-circumvention investigations and national “Made in…” origin marking legislation, as well as tariff classification, customs valuation and duty suspensions.
In regard to EU excise duties, her practice area encompasses not only the relevant EU directives but also compatibility issues between EU law and the national legislation, and consumption taxes applied under national excise laws on energy products. She is experienced in export control matters involving dual-use and defense legislation, requirements of the Chemical Weapons Conventions as well as compliance with EU trade sanctions and embargoes. Her core activities include performing compliance reviews and providing companies with in-house customized training, as well as giving advice on complex trade & customs issues under EU law.
Dr. Beretta has been identified as one of the leading trade and customs experts by the International Who's Who of Trade and Customs Lawyers. She teaches in various post-graduate and executive programs at the prestigious SDA Bocconi School of Management, Milan, Italy, and is also member of the faculty of the Master in International Taxation at SUPSI, the Professional University School of Italian Switzerland.
Laura Beretta has been active in EU funded technical assistance projects in the public sector advising developing countries' governments and customs administrations with regard to customs implications of free trade agreements with EU.
She is a frequent speaker on customs and trade topics at the national and international level,, and co-authored the first book ever published in Italy on rules of origin and has various publications in the field of trade. Dr. Beretta has a Ph. D in International Economic Law from Bocconi University, Milan, Italy, and is fluent in Italian, English, French and Spanish.
